seconds = (minutes − whole minutes) × 60
Degrees-minutes-seconds notation splits a degree the same way an hour splits into minutes and seconds — 60 units to a level, nested two deep — which is exactly why it shows up in latitude and longitude coordinates and old-style surveying instruments instead of a single decimal number. GPS devices and mapping software have mostly moved to decimal degrees since they're easier to do arithmetic with, but DMS is still what a lot of official coordinate listings and nautical charts print.
