Rolls and pallets needed are both rounded up, since a partial roll still means buying the whole thing.

The waste percentage exists for the same reason it does on any material calculator: curved bed edges, tree rings, and odd corners eat sod that a flat rectangle calculation doesn't account for. Five percent is a light starting point for a simple, mostly-rectangular yard; bump it up for a lawn with a lot of edging.
